We are trying to delete a former system admin, and have demoted his account to non-admin level, but still can delete him. Is there a solution I'm not aware of?
The error message I get is: OPERATION_NOT_ALLOWED_BY_VPP
The VPP seems to be missing a couple of key features including removing former admins and deleting apps that no longer exist or are no longer supported.

Thanks for your question! It could be that this admin has VPP licensing still tied to the account. A recommendation is to deactivate accounts no longer in use, but not delete them to avoid loss of purchase history, app licenses etc.
