iPad loaner approach

If you work in a building that is 1:1 with iPads this question is for you!  So, our district is implementing a district-wide cell phone ban after students return from break.  Obviously, this isn't highly popular among students.

Building administrators anticipate an uptick in students who either intentionally or unintentionally "forget" their iPads at home in order to convince their teachers to let them do their classwork on their phones in class.  In order to prevent this from happening, together with our IT Support Tech, I have been asked to devise an iPad loaner system where students can borrow an iPad for the school day.  We don't want to make too much more work for ourselves, nor do we want to make getting a loaner too attractive for students.  The apps available on the iPad will be very limited.

Has anyone been in a similar situation?  Any advice as we move forward?
