I have terrible, horrible, no good, very bad news!
Toontastic has been removed from the App Store...
Does anyone have any great alternatives that allow for students to storyteller in an immersive setting or to create their own settings for stories?
I've attached an example of how my school has been using it for formative assessments.

The two closest equivalents I've found are Puppet Pals and Puppet Pals 2.
Puppet Pals 2 has a school edition, which is paid for with everything unlocked:
